With IE Tab Plus installed, you can specify that IE Tab should be used automatically for PubPDF.com.

To do so:

Right-click on the IE tab button on the bottom right corner of your browser. In the 'IE Tab Options' dialog, select the 'Site Filters' tab. Add "http://pubpdf.com" to the list and click OK.
